New Customer Checklist
- Review the orientation package and submit the Reclaim Water Customer Orientation Form.
- Wait for notification that all City equipment has been installed.
- Install irrigation system or reuse system connections to new reclaim meter prior to inspection.
The Water Reclamation Department will perform an annual and periodic Reclaimed Water Field Inspections. If you have any questions, please contact the Environmental Control Coordinator’s at the City of Cocoa Water Reclamation Facility at 321-433-8749, 321-433-8714 or 321-433-8760.

Cross Connections:
Immediate threat to public (health of customer). Isolate immediately.
- 1st violation: Verbal warning to customer. Turn off service and talk with customer to rectify the situation.
- 2nd violation: (Within 1 year of first violation) Service line locked off. A $30.00 charge will be paid at Customer Service to reactivate service.
- 3rd violation: (Within 1 year of first violation) Permanent termination of service.
Above Ground Hose Bibbs:
(Spigots or other hand operated connections) – Potential for cross-connection, ingestion by drinking.
- 1st violation: Verbal warning to customer. Re-inspection scheduled with the customer.
- 2nd violation: (Within 1 year of first violation) Service line locked by Reuse Coordinator. Written notice of violation given to the customer with correction information.
- 3rd violation: (Within 1 year of first violation) Service line locked off by Reuse Coordinator. A $30.00 charge will be paid at Customer Service to reactivate service.
- 4th violation: (Within 2 years of first violation) permanently terminate service.
Excessive overspray:
Runoff to storm water system/inefficient use of water/structural water damage to buildings.
- 1st violation: Verbal warning to customer. Re-inspection scheduled with the customer.
- 2nd violation: (Within 1 year of first violation) Service line locked until overspray corrected. Written notice of violation given to customer.
Every year inspection:
Annual inspections will be required for customers who have been in violation with state and local rules and regulations for the use of reclaimed water.
- 1st violation: Second call to customer. An appointment will be scheduled with the customer after two (2) weeks of the second call. After two (2) additional weeks the service line will be locked until an appointment has been scheduled.
Continued violations of the City’s reclaimed water ordinance or State of Florida Laws will result in a permanent termination of service.
Waste Water Conservation
Cocoa's reclaimed water system began in 1991 as an alternative to discharging wastewater effluent into the Indian River Lagoon. At the time, reclaimed water was plentiful and customers were few. Continued expansion of the system has resulted in demand for reclaimed water in excess of available wastewater effluent. Peak demand periods exceeding 100% of incoming wastewater flow are met by utilizing supplemental sources of storm water or groundwater.
The amount of reclaimed water used by reclaimed water customers is usually more than the amount of traditional sources used for the same purposes since reclaimed water has typically been provided to customers at a significantly lower cost. These incentives continue to promote an inefficient overuse of the reclaimed water supply. Reclaimed water is a resource and is increasingly relied upon as one way to meet community water demands. We must manage and conserve our reclaimed water.
Cocoa continues to provide a reliable resource to our customer through development of seasonal storage to capture and store the reclaimed water that is unused most of the year. Stored reclaimed water is used to augment the daily reclaimed water peak demand; to store the large volumes associated with seasonal storage, with surface reservoirs, ground water wells and future aquifer storage and recovery wells.
Reducing water waste and increasing the efficient use of water helps to create sustainable water supplies and optimizes cocoa's reclaimed water system infrastructure. Our continuing goal is to efficiently manage these images through conservation and education.
